The Complaints Commission The Military Police concluded that "unacceptable" mistakes were made in the three investigations into the death of Corporal Stuart Langridge in 2008.
"The Commission concluded that 15 of the allegations made by the complainants were based, were based in part 9 and 15 were unfounded. In general, the Commission concluded that there were significant gaps in each of the investigations by the CFNIS "announced Glenn Stannard, President of the Military Police Complaints Commission.
"The Commission concluded [...] that unacceptable mistakes were made in how the military police interacted with Fynes, especially during the events surrounding the discovery of Cpl Langridge's suicide note," added Mr. Stannard.
Military Police new look sale directly rejected the recommendations based on the Commission's conclusion that the military police did not have the experience new look sale required in the investigation of sudden deaths to justify military police to act as principal investigators.
"I take note of the observation of the Commission new look sale regarding new look sale the lack of CFNIS on experience in conducting surveys of this kind at a time when our organization had begun to evaluate its jurisdiction in cases of sudden death. But since 2008, the CFNIS investigated more than 175 cases of sudden death and has considerable experience in this field, new look sale "said Colonel Rob Delaney, Canadian Forces Provost Marshal and Commander of Military Police Group Canadian Forces.
The Commission also makes recommendations to ensure that: CFNIS investigations involving complex facts and allegations are properly new look sale supervised; CFNIS policies be revised to clarify the procedures for the disclosure of suicide notes found on suicide scenes or during investigation of sudden death; new look sale Procedures and policies are in place to ensure that the information sessions for families at the end of the investigation of sudden deaths contain meaningful information that addresses the main elements of the survey and answered questions from the family.
On 4 March, the Commission filed an application for judicial review to the Federal Court of Canada challenging the policy adopted by the Provost Marshal, to block the publication of its formal response to the draft report of the Commission.
However, two days later, Colonel Delaney informed the Commission that he raised the security designation blocking the publication of its formal reply to the publication of the final report. However, Provost Marshal's policy has not changed and "continues new look sale to assert its right to control whether, new look sale how, and when the notice of action (formal responses, note) may be included in the final reports of the Commission ".
"The Commission is concerned that the military police failed to respond to key recommendations of the report and has tried to prevent the publication of the notice of action," said Mr. Stannard. "I see these actions as challenged the Commission's supervisory role Complaints about military police and its objective of promoting new look sale public accountability of the military police," he has said. "The last CFPM stance is still based on an unacceptable notion that the CFPM has the right to control what the Commission can or can not do with the Notice of Action," he added.
"It new look sale is unacceptable that a military family has suffered so much because of the decisions of the federal government and the army, said the deputy spokesperson of the NDP defense, Elaine Michaud (Portneuf-Jacques-Cartier). The recommendations presented today represent an important step in recognizing new look sale the Fynes family and repairing the harm that has been done to them. "
